So, how do we dodge these inflated prices? Your best bet is to visit the Cooking Master and pay with silver. They offer 800 herbs weekly at just 1,000 silver each, and the best part is the limit applies per character. If you utilize all five of your characters, you can hoard 4,500 herbs every week without spending a single gem.

Once you've secured your stash, grab some cool water from the seasoning merchant for silver, and start crafting high-grade herbs. Then, cook up some Shiny Fire Tea or Hajesan Sikhye and trade them over to your main character. You can reasonably craft about 500 drinks a week, which should keep you stocked for any grind, or you could even flip them on the exchange to earn some extra gems.
