A. It all boils down to the casting animation.

As you flesh out your codex, you’ll inevitably run into stats for Casting Speed and Skill Speed, which have left quite a few players scratching their heads. Simply put, Casting Speed reduces the time it takes to perform skills that require a casting animation. Think of the Priest’s 'Double Heal' or 'Prayer of Resurrection'—skills that explicitly state they require a few seconds to cast.

Skill Speed, on the other hand, is the superior stat. It accelerates the overall animation of every skill, including the casting process. It effectively trims the pre- and post-cast delays, allowing you to chain your actions together much more fluidly.
