The Game Rating and Administration Committee (hereinafter GRAC) has been active in strengthening its post-management functions. Following an internal restructuring on February 1st aimed at enhancing user protection and post-management, the committee has reinforced its anti-illegal gaming response system through closer cooperation with the police. Furthermore, it has sophisticated its post-management system by promoting policy improvements, strengthening cooperation with relevant agencies, and conducting preventive and promotional activities to foster a healthy gaming culture.

In the first half of 2026, field support for crackdowns on illegal gambling PC cafes reached 248 cases, a 24.0% increase (48 cases) compared to the same period last year. Support for crackdowns through illegal game analysis reached 1,220 cases, an 18.9% increase (194 cases) year-on-year.

Additionally, in the first half of 2026, the GRAC conducted 54 training sessions on illegal game crackdown techniques for 1,049 police officers. The number of trainees increased by 591 (129%) compared to the same period last year, and the committee is continuously expanding field-case and practical training to effectively respond to the diversifying types and operational methods of illegal games.

Following re-inspections of illegal gambling PC cafes that were found to have violated facility standards in the second half of last year, the committee requested administrative action from the competent local governments for 109 establishments where repeat violations were confirmed. It also continues to support planned investigations in cooperation with the police to apprehend producers and distributors of illegal games.

The GRAC has continuously pursued policy improvements and cooperation with relevant agencies to establish order in the game industry and protect users. To address the issue of unregistered internet computer game facility providers operating within hotel rooms, the committee held meetings with PC cafe associations and major domestic accommodation booking platform operators to collect field opinions.

Furthermore, in cooperation with the Ministry of Culture, Sports and Tourism, the committee strengthened collaboration with relevant agencies by sending official requests to local governments nationwide to eradicate unregistered internet computer game facility providers within accommodation establishments. It also increased field understanding of the regulations and induced voluntary compliance through the distribution of related press releases and guidance activities.

The committee also improved its management system by selecting one new blocking program to increase the effectiveness of programs that block obscene and gambling games, and by introducing a 'three-strikes' rule and an interim assessment system. It also refined the operational guidelines and payment criteria for the illegal game reporting reward system, enhancing the effectiveness of the reporting system through online and offline promotion.

Public promotion and cooperation with relevant agencies to foster a healthy gaming culture were also expanded. In the first half of the year, the committee conducted joint promotional activities with related associations, signed a Memorandum of Understanding (MOU) with the Gangwon Provincial Police Agency and Kangwon Land to build a cooperative system for responding to illegal gambling, and operated promotional events in connection with Kangwon Land.

In the second half of the year, the committee plans to continue promotional activities to strengthen communication with the public and spread a healthy gaming culture by utilizing various channels, including the production of online promotional materials, the operation of online supporters, and joint promotion at G-Star.

GRAC Chairperson Seo Tae-geon stated, "We will continue to work closely with the Ministry of Culture, Sports and Tourism, the police, local governments, and relevant associations to further solidify our field response system for the eradication of illegal games," adding, "We will do our utmost to create a healthy gaming environment that users can trust by continuously pursuing policy improvements and prevention-centered promotional activities."
