The Ministry of Culture, Sports and Tourism and the Korea Creative Content Agency (hereinafter KOCCA) have established the "10 Promises for Working Nobly" through the Fair and Win-Win Workplace Creation Contest, and are operating the "Gosanghan Counseling Center," a consultation and education programme year-round to promote the rights and interests of content workers.

From July 14 to August 21, the Fair and Win-Win Workplace Creation Contest was held for content industry workers, companies, creators, and freelancers. The theme was "10 Promises for Creating a Fair and Win-Win Workplace," and a total of 22 entries were selected through evaluation. Winners will receive Onnuri gift certificates worth a total of 4.5 million won, ranging from 700,000 won to 100,000 won depending on their ranking.

This contest was designed to allow members to directly propose and jointly create practical content for mutual respect and fair cooperation in the content industry field. The evaluation was based on theme relevance, creativity, and realism.

KOCCA has compiled the main contents of the selected award-winning works to prepare the "10 Promises for Working Nobly" to be practiced together in the content industry field. Each promise has been produced as a design poster for use on social media and other platforms.

The "Gosanghan Counseling Center" provides free consultation and education in the fields of labor, legal affairs, and gender equality for companies, workers, creators, and freelancers in the content industry sector. It supports one-on-one counseling on HR and labor issues such as unpaid wages, drafting of employment contracts, working environments, and workplace bullying, as well as comprehensive labor counseling for content companies with 5 or more employees.

In the legal field, it supports consultation on legal issues that may occur in the field, such as unfair trade, copyright infringement, and contract review. In the field of gender equality, it provides grievance consultation related to sexual harassment and sexual violence prevention and discrimination, as well as customized education for companies. It also supports labor, legal, and gender equality training where experts visit the site directly for content companies with 10 or more employees and related organizations and institutions.
