The Korea Game User Association (KGUA) has announced that 'Goddess Dawn,' a game that was removed from the Google Play Store last December 23rd following a report to the Game Rating and Administration Committee (GRAC) for being illegal, has returned. It has rebranded and reappeared under the name 'Goddess Twilight,' still sporting a '15+' rating. The Association has filed a fresh report to the GRAC, demanding immediate intervention.

The Association pointed out that 'Goddess Dawn' was originally pulled for violating the Game Industry Promotion Act, as it featured explicit depictions of genitalia and simulated sexual acts, all while masquerading as a '15+' title. It has now been resurrected as 'Goddess Twilight' under the same questionable age rating.

“This title clearly violates the rating classification standards set by the Game Industry Promotion Act,” the Association stated. They argue that this is a serious breach that undermines the purpose of youth protection. “Re-releasing a game that was already deleted for rating violations by simply changing its name amounts to obtaining a rating through fraudulent means, which only compounds the illegality.”

The Association reiterated that 'Goddess Twilight,' much like its predecessor, continues to display graphic sexual content that far exceeds the 'indirect and limited' criteria allowed for a 15+ rating.

Consequently, the KGUA has urged the GRAC to invoke Article 22, Paragraph 4 of the Game Industry Promotion Act to immediately revoke the 15+ rating for 'Goddess Twilight.' They are demanding a proper, rigorous review that should lead to an 'Adults Only' classification or a denial of the rating. Furthermore, they are calling for an immediate suspension of distribution until the issue is resolved and demanding stronger oversight of self-rating providers to prevent such recurrences.

Lee Chul-woo, a lawyer and head of the KGUA, stated: “The case of 'Goddess Twilight' is a textbook example of how the self-rating system is being abused through dishonest questionnaires. It also highlights the disparity in how local versus foreign game companies are held accountable under domestic law.” He added that it is a “confluence of insufficient professional monitoring staff at the GRAC and the lack of responsibility from self-rating providers that keeps this cycle spinning.”
