The Game Rating and Administration Committee (GRAC), under the Ministry of Culture, Sports and Tourism, announced on April 28 that it will appoint 10 members to the Probability-Type Item Damage Relief Subcommittee, which deliberates and resolves cases within the Probability-Type Item Damage Relief Center. The term for these members is one year, with the possibility of reappointment.

The subcommittee is composed of representatives from user advocacy groups, business associations, legal experts, and relevant industry specialists, in accordance with the relief center's operating regulations.

Specifically, the appointees include GRAC commissioners Ock Soo-yeol, Lee Yong-min, and Jung Eui-jun; Lee Chul-woo, Chairman of the Korea Game User Association; Seong Su-hyeon, Director of the YMCA Game Consumer Center; Choi Seung-hun, Policy Director of the Korea Association of Game Industry; Na Hyun-soo, Secretary General of the Korea Game Policy Organization; Choi Young, Manager at the Korea Consumer Agency; and lawyers Seong Su-min and Park Byeong-hun from the Busan Bar Association.

These members will handle tasks related to the relief center, which was established in February under Article 33-2, Paragraph 5 of the Game Industry Promotion Act. Their duties include reviewing the appropriateness of relief measures for submitted complaints and deciding whether to reopen cases that were previously closed. The committee plans to expand the subcommittee to include experts from various fields if necessary, in response to changes in the gaming market environment.

In January, the GRAC and the Content Dispute Mediation Committee (CDMC) signed a Memorandum of Understanding (MOU) to link the relief center, which handles probability-type item damage, with the CDMC, which mediates disputes in other gaming sectors. This includes protocols for transferring cases and synchronizing procedures.

As a follow-up, the GRAC and the CDMC are currently integrating their operational systems. They are discussing the technical details, and once the system is linked in the second half of this year, game users will be able to file a complaint with one agency and have it immediately transferred to the relevant department for unified processing.

If a recommendation from the relief center is not accepted, the case will be transferred to the CDMC for formal mediation. With the introduction of direct mediation decisions within the CDMC under the Content Industry Promotion Act, which took effect in February, the authorities expect to effectively respond to cases where mediation proposals are rejected without valid justification.

Kim Jae-hyun, Director General of the Culture and Media Industry Policy Office at the Ministry of Culture, Sports and Tourism, stated, "We expect that the synergy between the relief center and the CDMC will help reduce damage for more game users and resolve issues effectively." He added, "The Ministry, together with the subcommittee members, will do our best to restore user rights from a reasonable perspective that users can understand."
